That's very far out of date, and I'm not sure how helpful it would be (compared 
to the PDF).  I'm tempted to nuke the doxygen html docs entirely.  Leave the 
make target in case anybody wants to generate it on their end, but we don't 
need the generated html in the git repo.

No reason to install these from a binary-only RPM.  Only people working on the 
source and contributing changes back to the project would have any interest in 
these.

INSTALL is pointless for a binary installation.

LICENSE and CHANGES might be nice to put somewhere, probably the same place as 
the PDF docs.
