I believe we are able to completely disable TBB; some people argue we should do
this by default. If you can make it work with USE_TBB=0, by all means don't
worry about the TBB stuff for the Fedora package.
I can't remember off the top of my head if it truly works without TBB on all
platforms, and if so, if there's any reason we don't just chuck it. It may be
nothing more than superstition at this point.
