I saw a couple of new JIRA issues without any notifications on the mailing list.
I don't seem to have enough karma to administer notification settings (I guess they are done here: http://issues.apache.org/jira/secure/project/EditProject!default.jspa?pid=10700)
I can add/edit project components/versions here: http://issues.apache.org/jira/secure/project/ViewProject.jspa?pid=10700
Other settings are read-only...

P.S. We do want mail notifications don't we? Personally I think it's hard to track new user-created issues if we have to "poll" JIRA.
