I saw a couple of new JIRA issues without any notifications on the mailing list.
I don't seem to have enough karma to administer notification settings
(I guess they are done here:

The jira docs say that global administrator access is needed. Think that only the infrastructure guys have global rights.

Other settings are read-only...

P.S. We do want mail notifications don't we? Personally I think it's hard to
track new user-created issues if we have to "poll" JIRA.
+1 for notification at issue created, updated, commented and reopened
