Because I want to drop a jar in that is effectively a third party product
that has it's own repository stuff that I don't know the details of.
Having to integrate all the repository bits together is bad for us.

Why would you want 2 repository.xml files? Now there is a
repository_database.xml file which holds all the datasources. I think
that's easier to maintain. You can generate as many of the
repository_database.xml files as you want and add them to the
repository.xml. That makes a lot more sense now. One point of access
for configuration, and the rest branches out to the appropriate docs.
This is more in line with how the other repository files work.
