I should think having the build script do it is okay. Ant defines ftp tasks - generally used for pushing, but adding locations to pull dependencies from in a properties file (after testing for the presence of the required jars) could be done and *shouldn't* violate license, I think.

The PITA javax.* ones that Sun forces a click-through for are distributed with JBoss last time I checked, so while it is a kludge, getting JBoss should get them for OJB.
