All editions have a work, although when there is only one edition the edition info is displayed on the work page. The work in your example does not have any actions by WorkBot in its history, so it was either missed or hasn't been caught up yet.
All works *should* have at least one edition. With Ben's latest data, I've run into many works with zero editions.
