others know more about borrowing that I do, but a short answer is:

Borrowing is for books that are NOT in the public domain. Public domain 
books can be read online or downloaded. Borrowing requires a library 
account (e.g. your local public library). It works just like borrowing a 
hard copy book does -- one book, one reader. Otherwise it would be a 
violation of copyright.

DAISY books are a separate category of books on OL. The "to borrow" 
books are also available in DAISY format (as are all of the public 
domain books). There may be books available in DAISY format that are not 
in the "to borrow" list (I'm not sure about that).

In other words, you should be looking at the available DAISY books, not 
the books available to borrow.
