No, that's the opposite of what the data entry convention is.  Names are
supposed to be entered in normal name order.

The names in Last, First format tend to be old imports from library data
which haven't been cleaned up yet.  They are getting cleaned up gradually.
 A small percentage of them may be people making new entries and ignoring
the documentation, but hopefully that doesn't happen often.

Here's what's immediately above the author name data entry field:

Name Please use natural order. For example: Leo Tolstoy not Tolstoy, Leo. **
