we all know that you can buy off the shelf a rev-limiter for
the car... can someone tell me how to make
one or where to buy one, for a 2 cylinder generator?

In 1990 at the University of Arizona, I talked to MSD about thier making a
continuous discharge 100,000 volt ignition device for us to use to fire the
single spark plug ignition for our experimental hybird rocket engine. They
did, it worked like a charm, and it only cost us $125.00. That saved us a
ton of time and was well within budget. MSD has more than earned my respect.
I'll bet MSD can make one, or might even have one already in their
industrial division.
