The performance and mileage costs are nearly undisputed. There is also the 
cost to upgrade fuel system components to keep the alcohol from eating that.
As per the cost per gallon being less, check the tax breaks on E85 
distributors.  I suspect you'll find that government subsidies for E85 is 
approximately the same as the cost difference per gallon.
