Thanks Fred, I have the 69 CSM manual. I Sent the last 4 hours trying to get
the lock out with no success.
The column is a standard unit. I'm having trouble pulling on the lock as the
shiny wings have popped off.
I'm about ready to take the slide hammer to it but I need the lock.

You need a couple of tools.  Remove the steering wheel, then the cover 
and lock plate.  After that you insert a screwdriver in the slot to 
depress the retainer and the lock cylinder comes out.  If you have a 
fax, I can send you copies of the procedure from the '69 CSM.  I assume 
the '69 column was a standard non adjustable unit?
