Didn't we find out that Chevron *won't* be reducing the zinc & phosphorous content in their Delo 400 diesel oil?

I do remember anyone saying that.

Is there some sort of document available that confirms that the additives are being reduced in Rotella-T?

Yes. Shell officials were directly quoted in the HRM article on cam survivibility that I quoted in this oil discussion 2-3 months ago.

I find it silly that these additives are being reduced in an oil targeted at diesels, which don't have catcons.

They are getting them, along with other emission controls, as per EPA mandate, in '07 and beyond. The EPA has very definite plans for new engines and will try anything to kill old engines, since the U.S. Constitution prevents any outright bans. It has everything to do with private property rights.

As far as the EPA, well, I have no idea what motivates them exactly.

It's simple Liberal feel-good philosophy based on emotion.

It's easy to imagine some sort of conspiracy to kill off older cars, but a conspiracy requires intelligence, and more importantly, secrecy.

It's not a conspiracy. It's open knowledge. The desire is to get rid of old vehicles, but the Constitution stands in the way. The draconian zoning laws in several states back east, which prevent one from working on their car at home, are also unconstitutional, but it takes money to fight it. Any government can pass an unconstitutional law. Then, it's up to the ones hurt to fight it in court, unless there's something with horsepower to fight with you. SEMA is doing that fight and is strong enough to reign in the EPA where our old cars are concerned. SEMA would be the first to hit the EPA between the eyes on constitutional grounds. EPA knows it and knows they can't win against the Constitution. So, make it hard for old vehicles and engines to survive. It's that simple.
