Given what happened this time, I tend to agree.
The reason for keeping Cooker frozen was simply our lack of manpower and
the knowledge that people prefer working on something without
restrictions -- so the thinking was that we could get more people
working on the release by keeping Cooker frozen for things that might
actually get in.
But instead, we ended up having an essentially unfrozen Cooker because
people preferred to just ignore the frozen state.
having said that, it would be nice to actually be able to enforce the
freeze!
