Cooker isn't and has never been frozen.
All the "control freak mechanisms" are in place just for the release
branch (where I still think they probably do more damage than good, IMO
the way QA is handled for 2013.0 updates (kahinah) is far superior to
what we currently have on 2014.0, which essentially relies on someone
with admin access to approve every package).
