My idea is to separate the om-welcome and autostart with another binary as a launcher. The launcher will read .om-welcome files to run or not to run.
We should use xdg autostart mechanism for that launcher. I have build the rpm on abf, please check abf-dowloads.rosalinux.ru/panahbiru_personal/repository/x86_64/main/release/. So far the known bug is oma-welcome launched twice. Maybe you can contact Mark as one of oma transifex admin.
