Likely because

is returning a 30x redirect.
Add --ftpdebug (iirc) and watch the packets on the wire.

The reason for _DELIBERATELY_ is that network support
in RPM (and in chroot's and on build systems and on
bare iron installs, all of which are common RPM usage cases)
has lead to more than a decade of meandering discussusions.
So I _DELIBERATELY_ have chosen not to implement support
for 30x redirects to terminate the pointless feature discussions that I
am forced to participate in.
Short answer:
RPM doesn't support redirects == broken, do not use.
All of which you have been told privately, and now publically,
a couple of times now.
Entirely your decision to enable RPM fetching, and your
priority choices on what RPM "features" you wished in ROSA/OMA.
