30 seconds is too long. openSUSE KDE under the same conditions take
~5-8 seconds to boot, and that's even with plymouth going. We're
either not taking advantage of concurrency or something is going wrong
- I've attached my systemd-analyze files. Can anyone see anything
significant?

For one, ModemManager should be concurrent - but that doesn't seem to
block graphical.target.
