Very interesting idea if it may solve the issue we have heard too much
complains about, which is too much power consumption for OpenMandriva Lx
2014.
Maybe the best thing would be checking if the current used PC is a
notebook, and in that case, propose for the use of the Power Savings tool.
Or even (but I don't know if it's doable) monitoring tool that would
propose this solution if the processor becomes too hot. Sometimes some even
small destkop computer (or old computer) fans make too much noise when they
activate at some temperature to cool the processor.
