the virtualbox-guest-additions go in the guest, and virtualbox is installed on the host, so the rpms can't require each other.

the extension pack has a non free license so cannot be distributed.

'Nuther question or observation: it seems to me that 'virtualbox-guest-additions' should be a dependency of 'virtualbox'. Does anyone install and use virtualbox without the 'guest-additions'? And then doesn't everyone have to go to the Oracle website and install the 'Extension Pack'.
