Great idea on the creating a new BE and receiving the snapshot into it.
Being able to keep the original configuration so I can "revert" in the
event of an issue is important.
Any of the smf services I can just export out and import in the BE.

It is not actually an upgrade, as an IPS based upgrade is not possible
due to the way OmniOS versions packages.
This is the closest you can get, and will have some advantages over
installing a fresh one:
1. will keep your old install, so you can go back if anything fails
2. in terms of downtime, it will be equivalent to an upgrade, as you
won't be down during a fresh install (if all you need is the IP
configuration and the data pool(s) imported) ...
This is not perfect, as you will have trouble finding an easy way to
bring over your STMF configuration, and some other things kept in
"binary" form from the OI root.

Wow. I don't know. It's *theoretically possible* but I think
you'd have to install OmniOS on a VM, zfs snapshot-and-send
the rpool/ROOT/<be> to the OI box, and manually construct an
OmniOS BE around that received ZFS snapshot, including adding
GRUB entries.
Haven't tried it myself.
