I also had problems accessing JIRA in the lead up to the AAI weekly meeting, i.e. in the hour prior to Wed UTC: 13:00 / China 21:00 / Eastern: 09:00 / Pacific: 06:00
I have signed up for a free account to monitor the jira.onap.org website.
