Hi Keong, The Jira in a Submitted state is still owned by the person who made the Gerrit submission. They are ultimately responsible for ensuring Gerrit submission passes all reviews so that it can be merged. PTL and other reviewers would/should get alerted of the Gerrit submit via Gerrit notification.
Reassigning ticket in Submit state I think just adds unnecessary administrative overhead. Once Gerrit is +2/merged, the assignee of the Jira would update it to Delivered. At this point, I think it should be up to team practices to decide if they want Stories assigned back to PTL (or Reporter) for closure or allow assignee to close ticket. I hope this is helpful.
