Looks like it's implementation of the "Centralized Representation and Consistent Identification of Cloud Regions" use case, which VID will only support in Dublin.
Seshu, may you tweak this flow to accept cloudRegionId alone? In Dublin we'll be able to send cloudOwner as well. In case of any vCPE service instantiation in SO, in bpmn flow in CreateVcpeResCustService - preProcessRequest is present check if VID has sent, in parameter lcpCloudRegionId both cloudOwner and cloudRegionId separated using "_" .
