I believe OpenDaylight Fluorine, which is being used by Dublin version of Appc, should have support for TLS netconf. The netconf connector is a function of OpenDaylight itself, so the steps to use netconf over TLS should be the same as it is in any OpenDaylight deployment. Unfortunately, I have not had a chance to setup a TLS connection in OpenDaylight myself, so I'm not sure what the exact steps will look like.
