Hi Michael, I think the main user of the vnf-instance-id attribute is the SDNC project, as it forms part of the GENERIC-RESOURCE-API.yang model.
Perhaps the SDNC team can say why two different values might be needed, but I would guess that it helps to do correlations between systems that use different unique key values when referring to essentially the same VNF object.
