The first time through the system all contributors will be prompted to acknowledge a CLA. This is a one-time activity for all contributors. Once the contributor follows the steps to acknowledge the CCLA, it is then a pass-through for that contributor going forward. What the domain-based whitelist does is eliminate a number of back-and-forth steps that may require the CLA Manager to take action before the contributor can commit. With a domain-based whitelist in place the contributor can simply acknowledge the CCLA themselves and then make their commit.
