This has been resolved. I was configuring the CLAs that ORAN is about to
turn on this week and my local clone of the control repo that I had in my
ORAN tree was for some reason a clone of the ONAP control repo instead and I
didn't catch the error. I have fixed up both my local clones (so something
like this won't happen again) but also put the ONAP CLA configuration back
in place as well.

My apologies for causing the disruption and this should be fully resolved
now.
