Did you try to re-install the Frankfurt release after clean up everything? For what I understand, you use the helm deploy to install a set of ONAP components under the release name "dev6". deploy is a plugin from OOM to use to simultaneously install or upgrade a set of specified ONAP components. I am not sure how did you actually run the command? If, for example, there is release name "dev6" existed and you try to run the helm deploy command, this means that you want to upgrade the current release name "dev6" instead of install it fresh again. Would you mind telling me the results from the re-installation? I would like to see the test results from the first trial that you run helm deploy. Don't run it multiple times.
