Maybe, 
After deploying OOM, if you run the ONAP component update, you will see the I 
think it's related to the problem of the DB POD stopping.

Log:
1. OOM clean deploy
$ helm deploy dev . /onap --namespace onap ...

2. update policy
$ helm deploy dev-policy local/onap --namespace onap --verbose
fetching local/onap
Release "dev-policy" has been upgraded.
LAST DEPLOYED: Wed Jun 17 12:18:12 2020
NAMESPACE: onap
STATUS: DEPLOYED
...
==> v1beta1/StatefulSet
NAME READY AGE
dev-drools 1/1 47m
dev-pdp 1/1 47m
dev-policy-apex-pdp 1/1 47m
dev-policy-mariadb 0/0 47m

StatefulSet.replicas is zero…
