Can you check that the pgn app actually came up ? The vm has installation scripts as part of cloud init that download a zip and run an install. The error seems like robot cant rwach the restconf interface on the pgn.

Stacks were created in the Openstack. For running the use case we ran the robot script mentioned in Step 6. for pgn-ip-address we used the public ip assigned to Packet Generator VM created in Openstack.
