Hi, It is clear that the second policy is rejected by the simulator for some reason. If the contents of 2 policies are identical, the simulator will reject.
If the synchronization fails (like in this case), all policies for the RIC will be deleted. The purpose of the managedElementId is just a way to configure a mapping from O1 identities. This should be a list of the O1 identities that NearRT-RIC is managing. An R-App can then get the NearRT-RIC for an ID received from for instance O1. It does not necessarily have to be Managed Element IDs. It could for instance be global cell IDs as well. Can you please provide the contents the policies?
