If the Charter extends beyond the technical steering committee, to other committees, sub-committees and working groups, the name should reflect that such as ONAP Charter. If the ONAP organization will have other "non-Technical" committees, such as a Marketing Committee, where they would have a different Charter, then perhaps be more explicit around ONAP Technical Committee Charter (and likewise ONAP Marketing Committee Charter). This model assumes sub-committees, working groups and projects fall under one of the main Committees such as Technical, Marketing, etc.
