It seems like we're mixing up two different processes: new project vs new requirement. So, I think that the first thing to agree on is whether we're talking about a new project or a new requirement. Recall that the original Portal project was a "project" not a requirement.
However, if it is a "requirement" (not a project), then I agree with Byung's comments.
