[Winona Online Democracy]
A radio news item a few days ago attributed an idea to Mayor Miller
regarding Cities getting a portion of the sales tax collected returned to
them for such uses. This reminded me of a conversation I had several years
ago with another city official who claimed that cities used to get a portion
of the collected sales tax returned to them. This was given to cities by the
state in return for supporting the state when it either implemented or
increased the sales tax levy, this money was later taken from the cities
during the bad economic times of the early 80's so that the state could
balance its budget. This forced cities to deal with less income to pay for
the services that they provide. It would seem that if this is true now
that the state has more money than it needs, then this would be time to give
back to the cities what they were originally promised. Would any city or
state officials care to comment on the validity of this statement?
