[Winona Online Democracy]

The City of Winona along with several other municipal government units does
have the authority and does levy a "sales tax" for lack of better words on
your NSP bill and your cable television service.  These sales taxes, or
franchise fees collectively, I believe, generate close to a million dollars
per year which flows into the general fund.  It cost little, if anything,
to administer, is implemented without a referendum and is discretionary tax
authority granted to cities by the state when and if a council desires to
levy the tax.  Goodview, to the best of my knowledge, still does not levy
the NSP tax on it's taxpayers which save the citizens of Goodview about
$90,000 + per year.
