I would agree that the use of local sewer and water fees to improve and
upgrade the needs of the sewer plant and water system are appropriate and
best way to pay for these important projects.

I would disagree that any city, township or county be required to use
property taxes for necessary  street improvements when motor and fuel tax
revenues should be available to make road and street improvements. While it
is not right this issue is one that goes beyond local governmental powers
especially when these collected taxes are diverted away from the users of
roads and streets into things like mass transit, local bus service and
light rail forcing the car and truck drivers to subsidize something they
may never want to use.
