Our problem in being saddled with additional traffic problems is that there
was insufficient awareness of the coming traffic problems when the developer
was allowed to get the required permits. There should be a requirement that
increased traffic costs should be (at least partially) charged to the
developer. The time to assess those costs is when the development is in the
planning stage. Now we have Target in place and the traffic problems are
left to the citizens to solve. The same is true of Fleet Farm etc. The
worst is the Shopko etc development. Huge commercial complexes are allowed
to be built without charging anything for the traffic problems that are sure
to follow. Better planning is needed.
