[Winona Online Democracy]

Why would a school building ..."also be required to have certain
licensed custodial staff
in the building at the time".......?
That's a question many have had over the years about public use of
school buildings evenings and weekends.  I know it's not true of
places like churches and I know it's not true of other public
buildings.
I just thought it might be good to ask about one of the barriers.
