It depends on the heating system, Craig.  As I understand it, someone with a
"boiler's license" (I'm also not familiar with all of the legal
certifications) must be present if people are in a public building while a
steam boiler above certain specifications is in operation.  This is probably
for liability reasons (I'm not familiar with all of the history), and I'm
sure the actual regulations and/or case law are clear as mud.
None-the-less, as a safety issue all schools have to view this type of thing
conservatively. 

Your question intriques me: doesn't the County do the same thing in your
buildings?
