Won't the mandatory water line replacement add a couple of thousand dollars to our assessment for this? I hope that after all the work is done, I'm not left with a wider, treeless street with increased traffic speed and noise. The before and after pictures of East Sanborn on the City Hall web site are not very encouraging.

Subject: [Winona] Proposed City Street Reconstsruction Program

I feel that if you already have curb and gutter that you should not be assessed for the reconstruction and I think there is support on the council for this view.  However you would be assessed for waterline replacement on your property if you want it or if it is 60 years old or if it is galvanized pipe.  I also feel that if we go ahead with this program and implement the $500,000.00 levy increase to fund it and down the line we go after and get alternate funding such as a sales tax we should also get the opportunity to vote on decreasing the levy by up to the $500,000.00 amount.  This could be accomplished by a vote of the people or by the vote of the city council with required public hearings.  I think there would be support on the council for this view.  I welcome your comments.---Jerry Miller
