[Winona Online Democracy]
I believe the State has the authority to donate equipment. Local
government does not. Local Government, (at least Counties) also
cannot have a Garage Sale. They must have an Auction as I understand
it. The question for Rep. Pellowski and Sen. Kierlin is -- can local
Government be given the same authority to dentate equipment as the
State has?
