Vermont has an interesting system (or at least did as of October 1999,
according to that month's issue of Mother Jones magazine.) In addition to
funding basic programs from the state (finded by a single state property
tax), local units ARE allowed to pass excess levies, but they then also
have to put 70% of their excess levy into the SHARED state pool, while
keeping 30% for themselves. According to the article, the law has been a
saving grace for the majority of the state's school district, but has
created a major backlash of opposition from a small number of wealthier
