This is an area I have a good deal of ambivalence
about. On the one hand, I would like to see per student spending
equalized across all school districts (except perhaps high cost areas
should get more). However, the only ways I can imagine to accomplish this
involve the state even more heavily than now, and I am reluctant to reduce local
control. On the other hand, sometimes local control does not produce good
results and some thing has to be done.
I know I would like to see the property tax not be the
method of financing schools (or anything else, for that matter). I wonder
about a progressive local income tax. How much legislation and/or
constitutional amendments would that require?
I would also like to see an end to the requirement that
school districts have to get approval for levy increases. No other
governing body in the state has that requirement that I am aware
of.
