[Winona Online Democracy]
Such a group was formed and began the process. After several meetings it
was decided that this was something that would be very difficult to sell to
the voters. The referendum idea was tabled until the budget issues and
administrative changes had been worked out. I think we will have to look
very hard at this in the future but it will not happen any more this fall.
