Bill,

Someone else can answer this better than I, but I believe the tree in Windom 
Park is a product of the Windom Park neighborhood.  I've heard they all got 
together and donated the various lights and decorations from their own 
collections.  They are also very attached to the tree itself, worrying about 
its health and such.  I'm sure there is more to the story, but I don't think 
the city designed the decorations at all.
