[Winona Online Democracy]
Earlier this year a number of issues were raised, related to city traffic.
Many of those same topics were studied and addressed by a "Traffic
Circulation and Parking Plan" created for the City of Winona in 1997. If
traffic issues are an important to you, it makes for interesting reading. I
would love to hear comments and suggestions, related to the information in
