Michelle,
    At first glance your suggestion sounds like a good idea to pursue.  In
fact, I am told that the local bike committee has also discussed this trail
possibility.  The city of Winona regularly requests Federal funding for
"enhancement" projects such as this.  MnDot who administers those Federal
enhancement dollars solicits requests from local governments every other
year.  The next request for solicitations will be for the construction years
of 2006 and 2007.
    Issues with this project include the ability to cross TH14.  Going under
the bridge potentially impacts area hydraulics and related flood planes.
The issues will be reviewed.
    Other potential bike related projects include providing
bicycle/pedestrian access to Latch island and Aghaming park, as well as
connecting local trails to the many regional trails.
    All projects take financing, and the City of Winona seeks non-local
funding as much as possible.  Discussed projects are prioritized as best as
possible.
 
    Thanks for the input.  Your suggestion is agreed with.
    
    I am not personally involved in the bike committee discussions but have
been relayed the information.  If any list members have been part of those
discussions I would like to hear any related information.

Has anyone looked into the possibility of extending the bike path along the
top of the Gilmore Creek Dike then behind Shopko and ending it at the new
park that Goodview will be building along Hwy. 61?  Some of the bike path
would be on state owned property along Hwy. 61.  It would tie in both parks
nicely.  
 
Maybe a joint venture between both cities could happen, and I would have to
imagine there would be some Federal dollars for such a project.  The bridge
over Gilmore Creek would then get more use.
