[Winona Online Democracy]

Paul brings out a good point about the city recieving an incresed amount of
revenue from the higher rates. However, it has not been taken into account
the city pays to heat and light its various buildings such as the Courthouse
and Jail. Furthermore, it is the city who pays for the electricty consumed
by street lamps. I am unaware if Winona is in any sort of pinch, but I
recently read in the La Crosse Tribune that a local municipality had to
start an ³adopt a street light program³ to keep them running.
