[Winona Online Democracy]
In the last few weeks much has been said about the high cost of utility
bills, snow removal and the strain it has placed on many schools, churches,
families and businesses. Little however, has been divulged about the
government winners on the revenue side. While Excell Energy sends out the
bills one needs to read the rest of the story that has received little
media attention. The City of Winona (not Goodview) and the State of
Minnesota collect Sales Taxes on those electric bills. Winona charges 4 %+
1/2% and the State 6.5%. To the best of my information, Winona receives
almost one million dollars a year plus or minus 10 % and it is all bottom
line profit since they have no offsetting expenses. While the city did
spend considerately more for snow removal and heat they also shared in the
wealth do to the higher usage and rates.
Are they ahead or behind I don't know but that's the job for the media!
What I do know is the increased revenue from my utility bills for December
- April should along with the rest of Winona provide the income flow to
more than offset the cost to City Government for their tough winter. I
hope I'm right, then there is one less reason for the city and state to use
to reduce the size of my family's refund check.
